For owner-operators and 1099 drivers based around Chicago, Joliet, Peoria, Rockford and Effingham, running I-80, I-55, I-57, I-90/94 and I-70.
Illinois now runs its own exchange, Get Covered Illinois, instead of HealthCare.gov, and Medicaid is expanded. Two 2027 changes matter: Cigna and Molina plans end December 31, 2026, so those members need new plans, and the Chicago area prices very differently from downstate. Illinois is also the rail-to-truck capital of the country.

Chicago is the center of the North American rail network, and the intermodal yards and warehouse parks around Joliet and Elwood keep local and regional drivers busy pulling containers. Downstate, I-57 and I-70 cross at Effingham, and I-55 and I-74 carry freight toward St. Louis and Indiana.
Intermodal and local drivers can do fine with a Chicago-area network. OTR drivers based downstate face the opposite problem: thinner home networks and long runs out of state.
Before you buy, search the plan's directory for the hospitals your family would use at home, such as Northwestern Medicine, Advocate Health Care, OSF HealthCare and Carle Health, and for urgent care along I-80, I-55, I-57, I-90/94 and I-70.
Get Covered Illinois took over from HealthCare.gov, so the storefront and customer support are the state's, while federal subsidy rules are the same. Cigna and Molina plans end December 31, 2026, so anyone on those plans should pick a new one during open enrollment rather than accept an automatic replacement. The exchange has said it will mail notices in the fall.
Illinois expanded Medicaid, so adults up to about 138% of the poverty line generally qualify. Above the 400% line, healthy drivers usually compare a private nationwide PPO plan against full-price Marketplace coverage.
