For owner-operators and 1099 drivers based around Jacksonville, Miami, Tampa and Orlando, running I-95, I-75, I-4, I-10 and Florida's Turnpike.
Florida drivers buy on HealthCare.gov, in the largest Marketplace in the country, but many plans are county-level HMOs and PPOs are rare. Florida has not expanded Medicaid. It is also one of the three big mail-forwarding domicile states for people who live on the road, so plenty of drivers with a Florida address spend very little time in Florida.

Florida freight comes in through JAXPORT, PortMiami, Port Everglades and Port Tampa Bay and leaves on I-95, I-75 and I-10. The I-4 corridor between Tampa and Orlando is a distribution market of its own, and winter produce season sends reefers north out of South and Central Florida for months.
Because Florida is a peninsula, a lot of loads in are matched by empty or cheap loads out, and drivers here often run long to make it work. That means days in Georgia, Alabama and beyond on a plan that may be built around one Florida county.
Before you buy, search the plan's directory for the hospitals your family would use at home, such as AdventHealth, Baptist Health, Tampa General Hospital and Orlando Health, and for urgent care along I-95, I-75, I-4, I-10 and Florida's Turnpike.
Florida consistently has one of the largest Marketplace enrollments in the country, so carriers compete hard. But competition is mostly among county-level HMOs and EPOs, and a Robert Wood Johnson Foundation review found very few Marketplace PPOs in Florida for 2025. Cigna is also leaving Florida's Marketplace for 2027, so members are being mapped to replacement plans that may use different networks.
Florida has not expanded Medicaid, so adults under the poverty line can fall into a gap. For drivers over the 2027 line, the comparison that matters is full-price Marketplace versus a private plan on a nationwide PPO network.
Marketplace PPOs are scarce in Florida. Healthy drivers can apply for private medically underwritten plans built on nationwide PPO networks, any month of the year.
No. Some adults with income under the poverty line fall into a coverage gap between Medicaid and Marketplace tax credits.
