Full-time travelers usually pick a domicile for taxes, vehicle registration and mail. The state you pick also becomes the state you buy health insurance in. Here is how the three popular choices compare.
All three use HealthCare.gov for Marketplace plans. South Dakota expanded Medicaid in 2023, so lower-income adults can qualify for it; Texas and Florida did not expand, so adults under 100% of the poverty line can fall into a coverage gap. In all three, Marketplace networks are built around in-state health systems, which is why healthy travelers often price a private plan on a nationwide PPO network as well.
| South Dakota | Texas | Florida | |
|---|---|---|---|
| Marketplace | HealthCare.gov | HealthCare.gov | HealthCare.gov |

| Low-income adults | Medicaid up to about 138% of poverty | Gap below 100%; credits from 100% | Gap below 100%; credits from 100% |
| Network reality | Plans organized around the state's two large health systems | Networks vary sharply by rating area | Many county-level HMOs; few PPOs |
| 2027 enrollment | Nov 1 to Jan 15; Dec 15 for Jan 1 | Nov 1 to Jan 15; Dec 15 for Jan 1 | Nov 1 to Jan 15; Dec 15 for Jan 1 |
Federal Marketplace rules let adults establish residency where they live and intend to stay, including without a fixed address. In practice the Marketplace may ask you to document it, so keep your driver's license, vehicle registration, voter registration and tax return pointing to the same state. Private carriers have their own address rules, and some treat mail-forwarding addresses differently, so we confirm before you apply.
Whichever state you choose, you will spend most of the year outside it. A plan built on a nationwide PPO network can cover routine care where you actually are, if you qualify medically. If you do not, a Marketplace plan with good telehealth and routine care scheduled for visits home is the practical setup.
